The Santa Rosa Creek Flow Enhancement Project is a WCB Implementation Category 1 project that proposes to develop engineering designs to enhance dry season surface stream flows in the middle reach of Santa Rosa Creek, an area of prime summer rearing habitat, as well as a critical migration corridor, for anadromous steelhead (Oncorhynchus mykiss).

Because increasing dry season flows is a key limiting factor for Steelhead populations and because working agriculture will continue to be the dominant land use in Middle Santa Rosa Creek in coming decades, this project is the State of California's best chance to protect and restore the steelhead population in Santa Rosa Creek (Core 1 Watershed, South-Central Steelhead Recovery Plan, NMFS, 2013)
